Main Biography
Mr. Duggan is chair of the firm’s Governmental and Regulatory Law Department. His practice areas include land use, zoning, permitting, developments of regional impact, concurrency approvals, governmental relations, general legislative matters, special acts (“J-Bills”), charter amendments, and property tax valuation challenges. He has obtained over $24 million in property value reductions in Duval, Nassau and St. Johns Counties.
